August 2016: DEA emergency scheduling announcement. Within days: 140,000+ petition signatures; 8 senators/representatives letter demanding the DEA halt; scientists submit urgent objections. October 2016: DEA withdraws the notice. 23,000+ public comments filed. Kratom remains federally legal. 2018: FDA attempt also fails against community resistance and scientific counter-arguments.

Citizen movements can influence drug policy when well-organised, factually argued and broadly networked. Veterans and chronically ill people with faces and stories changed the political dynamic.
